电子政务顶层设计视角下的政府信息股份研究 被引量:2

摘要 跨部门(G2G)政府信息系统的建设是体现电子政务协同工作效率的关键,这项任务能否顺利推进,取决于是否对项目的参与主体设置有效的利益平衡机制。本文在政府部门“经济人”假定前提下,将政府信息资源股份化,提出“政府信息股份”的设置方法。首先提出基于电子政务顶层设计理论的投入产出要素建模方法,详细梳理了政府信息共享的投入要素、产出要素和投入产出要素之间的映射关系。在此基础上,提出基于Pugh矩阵方法来详细计算每个政府部门参与信息共享的产出收益。按照各个部门在信息共享过程中的收益比例来合理计算信息共享工程的成本分担比例,即科学地设置参与者的“信息股份”,设计跨部门信息共享工程的利益平衡机制,实现信息共享的推进。最后,本文以某城区应急联动信息中心为实证背景,采用Pugh矩阵法采集了实证数据,然后以静态博弈论模型为检验工具,证明所提出信息股份设置方法的科学性和实用性。 Whether the information sharing across public agencies is successful or not depends mainly on interest balance for participators. This paper incorporates the spirit of "Enterprise Government", builds the concept of "Information Stock", and proposes the corresponding calculating mechanism. Based on the framework of topmost design, we clear out the cost and benefit factors for two kinds of stakeholders. Furthermore, using Pugh matrix method, stakeholder analysis for cost-benefit is performed to balance the benefits and cost shares among stakeholders. " Information Stock" mechanism is then established to realize the information sharing task among city agencies. Finally, game theory analysis is employed to test the availability of the proposed methods in the context of emergency management information system.
