日本运输产业规制缓和对我国运输业的启示

Revelation of Japanese Transport Industry Deregulation on Chinese Transport Industry

探讨作为物流运输的航空运输、铁路运输和公路运输的日本政府规制缓和问题,阐述日本政府在准入退出规制、价格规制和投资规制等方面的规制缓和政策,以及取得的经济绩效。以日本经验为例,提出我国运输产业政府规制的政策建议,我国公路运输业已经实现了较充分的市场竞争,铁路运输业和航空运输业仍然存在较大的改革空间。

This paper discusses the problems existing in Japanese government deregulation of air, railway and highway transportation which are taken as logistic transportation, expounds the deregulation policies of Japanese government on access-exit regulation, price regulation and investment regulation as well as economic performance of Japan achieved. By taking Japanese experiences as example, the paper puts forward the policy suggestions on government regulations of transport industrial in China, which means Chinese highway transportation has realized full market competition, while railway and air transport industry still have large reform space.
