对我国基本药物制度的实施历程进行了概述,并着重对实施中存在的问题进行了分析:目录缺乏针对性、医患双方对待基本药物态度不积极、基层医疗机构基本医疗服务功能减弱等。这些问题影响到基本药物制度利民功能的实现,使政府、医疗机构和患者三方都处于被动局面,因此必须完善各项措施,才能使该制度继续顺利推行,使民众真正受益。

The paper discussed the process of essential medicines system in China and analyzed the problems in practice, which included unspecific directory, negative attitude of doctors and patients, low service ability of fundamental medical agencies. These problems affected its beneficial function to people and made the government, medical institutions and patients in passive situations. Measures should be improved to implement the system smoothly and benefit the public.
