中原经济区新型农村社区民生保障问题研究

Research on the People's Livelihood Security of New Rural Community of the Central Plains Economic Region

新型农村社区建设是中原经济区五级现代城镇体系建设的重要组成部分。大多数以集约土地为目标快速建起的新型农村社区,在民生保障方面存在着基础设施建设不到位、生活保障机制不稳定、社区管理体制不规范等一系列问题,这与社区建设的筹资渠道和运作方式存在较大程度的关联性。为了确保新型农村社区民生保障的长效稳定,应当把民生保障作为社区建设成效的基本衡量指标,加快完善新型农村社区的基础公共服务设施,建立促进农民就近就业的长效保障机制和符合统筹城乡发展的农村社会化服务体制。

The new rural community construction is the important part of level 5 modern urban system con- struction of the Central Plains Economic Region. In most of the new rural communities, many questions have been left such as the infrastructure construction not having been finished, life guarantee mechanism being not stable and the community management system being not standard. This is more related to the financing channels and operating ways of the community construction. In order to ensure the livelihood security of the residents in new rural commu- nity to be long-term stability, it should to be taken as a basic indicator of community construction effective. The basic public service facilities of new rural community need to be improved quickly. The rural socialized service sys- tem according with urban and rural proportionate development need to be established.
