农村残疾人社会保障制度改革实效的调研与思考——以宁夏红寺堡移民区为例

Research and Thinking on the Reform Effect of Rural Social Security System for the Disabled—Case from the Migrants in Hongsibao,Ningxia

全国大部分地区虽已初步建立了"普惠加特惠"型的农村残疾人社会保障体系,但是,"普惠"型的社会保障由于家庭经济条件的局限以及制度设计上的门槛,使处于弱势地位的农村残疾人得不到应有的保障,而专门针对残疾人群体的"特惠"型社会保障体系又残缺不全,不能满足农村残疾人的社会保障需求。通过对宁夏红寺堡区农村残疾人社会保障实际情况的调研与思考,我们提出:完善农村残疾人社会保障体系,实现从有限特惠向专门保障制度的转向,同时应在"普惠"型的社会保障项目中强化对残疾人的特殊照顾。更重要的是对于农村残疾人的生活照顾,不能只求亮点,而是应当力求公平。政府购买服务的行为不应仅限于城市公益岗位,应当延伸到农村。

The perfection of the security system in the village for the disabled, includes the transformation from the limited preference to the special security system, as well as the special care for the disabled in the general preference in the social security projects. Regarding to the life care, equality should be considered, not but the bright spot. The social serv- ice from the government should extend to the villages, not only to the public welfare jobs.
