摘要
为推进城乡建设用地协调互动,实现土地资源的优化配置,从农村居民宅基地置换主体农户出发,对河北省农户参与宅基地置换情况进行了调研,并利用logistic模型对农户意愿进行分析,探索了宅基地置换的模式。结果表明:1)农户宅基地置换意愿受农户的性别、婚姻状况、房屋建造成本、对居住地与耕地距离的顾虑、承包耕地面积、是否享受困难补助等因素的影响;2)在农业生产收益较低、耕地总量较少、土地分散Variables的情况下,拥有更多耕地的农户更易接受宅基地置换政策;3)社会保障的健全不一定有利于宅基地置换政策的实施;4)出于对改变传统生活习惯的恐惧和对未来生活成本、就业等因素的担心,农户宅基地置换的补偿应该包括现有的损失和未来预期的生活成本增加额;5)集体土地权利的确定是实施农村宅基地置换政策的基础。
The farmer' willingness in homestead replacement was analyzed by the logistic model from the angle of farmer households to probe the model of homestead replacement for promoting coordination and interaction of urban and rural construction land and realizing optimal configuration of land resources. The results showed that: 1) the farmers' willingness was influnced by the factors of gender, marital status, house construction cost, the distance between house and arable land, contract land area, difficulty subsidy and so on; 2)the housestead replacement policy was easily accepted by the farmers with large arable land area under the conditions of poor profit from agricutural production, less total arable land area and land dispersal; 3)the sound social security may not be benefial to implementation of the housestead replacement policy; 4) the compensation content should include existing loss and increase amounts of living cost in future; 5) the determination of collective-owned land right is the base of the rural housestead replacement policy.
