摘要
从科技人才开发环境的视角出发,分析我国各地区环境因素对科技人才开发效率的影响。运用DEA方法得到我国内地30个省(区、市)科技人才开发效率,并以此为因变量,以环境因素为自变量建立Tobit模型进行研究,研究结果表明:中西部地区科技人才开发效率高于东部地区,人均GDP、科技型人力资源、产业密集度和企业规模经济是影响效率值的主要环境因素,科技企业孵化器和科技园区建设是提升科技人才开发效率值的有效路径。
From the perspective of the development environment of scientific and technological talent, this paper analyzes the impact of environmental factors in all Chinese regions on the development efficiency of scientific and technological talent. Using DEA method to get the development efficiency of scientific and technological talent in 30 provinces and municipalities in China, then this study sets these values of efficiency as the dependent variable, and environmental factors as independent variables to establish a Tobit model conduct research. The research results show that development efficiency of scientific and technological talent in central and west- ern areas is higher than that of eastern area; per-capita GDP, scientific and technologic type human resources, industry intensity and corporate economics of scale is a major environmental factor affecting efficiency value; and high-tech business incubator and construction of science park is an effective path to upgrade the efficiency value of science and technology talent development.
