Discussion on the Xinjiangoil companies to explore five Central Asian countried market strategy: based on the Delphi-SWTO Analytical methods

中国石油工业"走出去"方兴未艾。选择进入国家以及开拓策略面临多维度、多变量的辨识与考量。传统的SWOT方法罗列有余,综合不足。本文提出德尔菲(Delphi)——SWOT混合分析方法,借助于专家咨询,辨识确认新疆油企开拓中亚五国市场的考量因素,根据德尔菲(Delphi)基础上的因素考量,给出了多方案取舍的定量处理依据,并制定了选择方案的策略。

This paper proposes a hybrid Delphi -SWOT method, with the help of Delphi expert consultation, identifies and confirms the consideration factors of overseas development of Xinjiang Oilfield; According to the consideration factors based on Delphi, puts forth the quantitative treatment of a multi-program choices, and gives the beset strategies.
