On Exercise of Democratic Supervisory Function by Strengthening Source Participation of SOE Staff

强化职工在企业改革中源头参与,充分体现了我国工人阶级当家作主的社会主义国家性质;有利于深入贯彻落实"三个代表"重要思想和科学发展观;有利于充分发挥职工的积极性、主动性和创造性。国有企业要进一步提高对企业职工源头参与的认识;充分发挥职工代表大会的作用和功能;充分利用厂务公开的方法、形式,并逐步由局、厂向科室、大队、车间(中队)、班组延伸。

Encouraging the staff to participate in enterprise reform at the beginning embodies socialist nature of China in which the working class is the master and is good for thorough implementation of the important thought of three representatives and scientific outlook on development and for making the staff more active, initiative and creative. SOEs should continue to understand the significance of staff＇s source participation, give full play to the role of congress of workers and staff and handle the enterprise affairs in a transparent way which should be extended from top authority to its middle level management and then to its basic level step by step.
