HSE信息系统在中国石油HSE管理中的应用

HSE管理体系在我国推进过程中存在管理策略无法有效落实、管理标准无法统一、体系与管理两张皮等问题。本文在HSE信息系统发展现状调研的基础上,通过举证HSE信息系统在我国大型石化企业的应用,总结了HSE信息系统在促进HSE管理方式转换、支撑HSE管理体系有效运行、促进HSE风险预防、提升HSE管理水平等方面发挥的重要作用,以及该系统存在的不足与改进建议,并指出持续跟踪HSE管理需求、实时转化HSE管理新成果将可为HSE管理信息系统提供更为广阔的发展空间。

In the advancing process of HSE management system,there are many problems： management strategy is hard to be effectively implemented,management standards are hard to be unified, and system and management are inconsistent. Based on the development situation of HSE information system,this paper introduces the application of HSE information system to major petrochemical industries in China,and summarizes the important roles of HSE information system in the conversion of HSE management modes, the effective operation of HSE management system, the risk prevention of HSE and the improvement of HSE management level. The paper also presents the shortcomings and improvement suggestions of HSE information system, and points out that there will be a broad space for the development of HSE management information system by continuously tracking the demand of HSE management and transforming the new achievements of HSE management on time.
