摘要
目的:通过对医疗资源利用不足的某公立医院进行管理战略分析,为医院改革中的功能调整提供实例。方法:采用现有资料收集、焦点访谈法、中心地区调查和战略分析(PEST与SWOT分析方法相结合)方式。结果:调查的目标医院服务规模较小,缺乏学科带头人;收治的肿瘤患者中Ⅳ期病人占78.9%,内科病房70%以上患者为70岁及以上的老年人,具有老年常见病和晚期肿瘤病人的医疗服务经验和基本能力;宏观环境的分析(PEST)与战略分析方法(SWOT)分析显示该院目前存在明显的劣势和威胁,但从改革和发展角度分析也存在自身的优势和机遇。结论:在医改中可运用发展战略分析调整服务功能,则有利于医院的生存和提高发展能力。
Objective: To provide practical cases for the function adjustment of hospital reform through strategic management analysis of public hospitals with an insufficient exploitation of medical resources. Methods: Data collection, focus groups discussion, central location surveys, and strategic analysis ( PEST and SWOT ) were used. Results: The target hospital under study owned a small scale of service. It was lack of academic leaders. Among the tumor patients admitted, stage IV patients were 78.9%, and 70% of the medical ward patients were seniors with an age of 70 and above. The hospital owned the medical service experience and basic capacity for common geriatric diseases and end-stage cancer patients. PEST and SWOT analyses revealed that the hospital faced not only obvious disadvantages and threats, but also advantages and opportunities in perspective of reform and development. Conclusion: Development strategies could be applied to the readjustment of the hospital's service functions in the medical reform, which will promote the hospital's survival and growth.
