摘要
为确定全面实施基本药物制度后社区卫生服务机构因收入变化而需补偿的额度,建立了社区卫生服务机构门诊需求函数,依据现场调查数据及相关统计年鉴数据,测算了实施基本药物制度后社区卫生服务机构的收入变化和医保基金支出变化,据此推算出了需要补偿的额度与医保需要增加的筹资水平。
To determine the amount of compensation required after the full implementation of the essential medicine system （ EMS ） in community health service institutions （ CHSIs ）, this study established a community health clinic services demand function. The study was based on field survey data and related statistical yearbook data, and estimated the changes of revenue and health insurance expenditures in CHSIs. Thus the study calculated the amount of compensation needed an increased level of health insurance funding.
