The Strategic Emphasis for Education in the Process of Urbanization in China

城镇化必将对我国的教育发展战略提出新的要求。教育战略的关键是打破按户籍划分的城乡二元体制,建立根据常住人口来统筹教育发展的体制机制;重点是发展和完善城市教育体系,通过城市教育来推进教育现代化;目标是以教育基本公共服务均等化为努力目标,重视中小城市教育体系建设,引导大中城市和农村的教育资源合理布局。

It is no doubt that the urbanization will put forward new requirements for the strategy of education development.The key point in education strategy is to break up the urban and rural binary system which is defined by household registration and to establish a system with which we can develop education as a whole in terms of permanent resident population.The focus is to set up and complete the urban education system.We should promote the education with the help of urban education.The goal for us is to make the fundamental public services of education equal.Besides,we should pay great attention to the establishment of education system in middle-sized and small cities and then make a rational layout for education resources in large and medium-sized cities as well as rural areas.
