摘要
为了推进高等教育质量的全面提高,实现培养"高素质专门人才和拔尖创新人才"的目标,高等教育教学质量管理制度建设需完成三个转变:在观念上从控制走向合作,在途径上关注非正式组织的作用,在制度设计重心上兼顾正式制度和非正式制度建设。
In order to promote all-round improvement of the quality of higher education,and to achieve the training objectives of the"high-quality expertise and tip-top innovative talents",the construction of higher education quality management system requires to complete three changes:turned from control to cooperation in the concept,concerned about the role of the informal organization,given consideration to both formal and informal institution in the system design.
