摘要
强化领导干部运用法治思维和法治方式,是贯彻依法治国基本方略的具体体现,是提升领导干部执政能力的基本要求,是发挥领导干部引领示范作用的需要。当前,领导干部逆法治型思维和领导方式主要表现在特权意识和行为、法律只是手段、权大于法等。今后,需要从培训机制建设、权力运行和监督机制、决策问责和纠错机制以及考核评价机制等方面,强化领导干部法治思维与法治方式的倒逼机制建设。
To force the leading officials to apply thinking and working method based on the rule of law is in effect the concrete exposition of the basic plan of ruling the country by law;it is not only the primary requirement of the promotion of leaders’ administrative competence,but also the need of giving full play to the leaders’ exemplary role.At present,the leaders’ thinking and leading way that are against the rule of law mainly demonstrate in respects including special privilege mentality and behaviour,the view that law is nothing but a means,and power is more forceful than the law,etc.To deal with this situation,it is necessary to strengthen the leaders’ awareness of the rule of law and to build a countervailing mechanism by the rule of law by means of building a training mechanism,a mechanism for the operation and supervision of power,a mechanism for shouldering responsibility for making decision and self-correcting,and a mechanism for assessment and appraisal,etc.
