摘要
文章以1950年代中期皖西北地区的打井运动为中心,呈现了建国初期农田水利建设的政治化倾向。通过对打井由初期旱灾治理的水利建设,到演变为辅助稻改的政治工程,以及后期打井实践运动化操作的梳理,揭示了打井工程的政治运动化过程。文章认为,工程的政治属性以及实践中的运动化操作,使打井日渐脱离乡村实际。在底层的质疑声中,表面上的打井数量虽不断攀升,但却呈现出即打即废的尴尬,以致终难发挥水利建设的应有效果。
This article discusses the movement of dig wells in the Northwest of Anhui Province in the mid of 1950s, and points out that the waterworks is too political. The text presents that dig wells is construction of water conservancy for drought, and the next, it evolved into a political engineering because of rice. The paper reveals that how does the dig wells to turn into a political movement. Because of the political operation, dig wells separated from local situation. With the political driving, the high scrap rate cleared up the significance of irrigation finally.
