互联网全球发展的30多年以来,如何对其进行有效治理是人们讨论的热点。其中一个激烈的争论是,互联网是更需要一套自上而下的法律来管理,还是应该更注重通过其本身的技术来进行自我控制。从当今复杂的环境来看,单单提哪种管理方式将占主导地位是武断的,多种调控方式的结合是必然。而在多种调控方式之上的终极管理者便是道德,道德应该在规范网络空间方面起着指导性的作用。

How to regulate cyberspace effectively has been a hot topics since the Internet global was developed 30 years ago. A fierce debate on the Internet is whether more laws of a set of top-down are needed, or more self-control through its own technology should be paid attention to. From today＇s complex environment, it is arbitrary to just to mention which kind of management will dominate, and it is inevitable to combine a variety of methods of control. Moral is an ultimate manager of all the methods of control and ethics should play a guiding role in the specification of cyberspace.
