长江中下游干流河道洲滩分段控制与分类管理

在保障防洪安全的前提下,为了合理有序地开发利用长江中下游干流河道洲滩资源,对中下游干流河道洲滩开发利用及治理中存在的主要问题进行了分析,如洲滩堤防堤身单薄、堤身堤基质量差、遭遇大水缺乏安全应对措施,开发利用与防洪安保矛盾突出,以及统一规划管理难度较大等。结合对沿江省市经济社会发展需求和中下游不同区段防洪形势的综合分析,提出了洲滩分段控制、分类管理的思路,并介绍了分类管理原则和洲滩规划开发利用的具体标准与方式。可为干流河道洲滩的统一管理与合理开发提供依据。

In order to develop and utilize the sandbars and shoals in main channels of middle and lower Yangtze River reasonably and orderly on the premise of flood control safety, the major problems existed are described, such as poor quality of dike body and foundation, lack of countermeasures when encountering large flood, contradiction of development and flood control safety and difficulty in unified planning and management, etc.. The thought of sectional control and classified management for sandbars and shoals are proposed, combining the economic-social development of coastal provinces and cities and the flood control situation in different reaches; the principle of classified management and specific standard and method of development and utilization plan for the sandbars and shoals are introduced.
