摘要
运用随机前沿分析(SFA)模型对1990—2010年中部六省的能源效率进行了测算,并重点研究了科技环境对能源效率的影响。研究发现:各省区的能源效率均呈现波动趋势,山西、安徽、河南、湖北和湖南5个省份的能源效率总体上呈现出明显的上升趋势,而江西呈现明显下降趋势;科技人力资源与能源效率显著负相关,地方财政科技投入和高科技产业规模与能源效率显著正相关。最后根据研究结果,提出了一系列政策建议。
Energy efficiency is one of the key determinants of green economic growth, while technological environment is a critical factor affecting energy efficiency. In order to accelerate the rise of central regions in China, it is important to understand the impact of technological environment on energy efficiency. Applying a stochastic frontier analysis model, this paper estimates the energy efficiencies of the six provinces in central region over the period 1990-2010, and explores the impacts of technological environment on energy efficiency. Empirical results show that the energy efficiencies of each province present a trend of fluctuations, the overall trend of Shanxi, Anhui, Henan,-Hubei and Hunan is upward, while that of Jiangxi is downward. Moreover, government expenditure on technology and scale of high-tech industry are positively correlated with energy efficiency, while scientific and technological human resource is negatively correlated with energy efficiency. Based on the above results, policy implications are discussed in the end.
