文章界定了信息权利的内涵,从影响弱势群体信息权利实现的内部优势、内部劣势、外部机会、外部威胁等方面进行SWOT分析,并在此基础上提出促进弱势群体信息权利实现的针对性对策。

The meaning of information rights is defined in the paper. And the status of information rights of vulnerable groups in society is analysed by using the method of SWOT（ strengths, weaknesses, opportunities, threats） , and on this basis some countermeasures to promote the realization of information rights of vulnerable groups are proposed in the end.
