Under the background of Engineering education, to cultivate col- lege students＇ autonomous learning and communication abilities, it is advisable to enforce a reform of multi - layer college English teaching based on the computer web. With the guidance of engineering education theory, to serve the goal of Engineering education, the reform should be enforced from the constructing of modem edu- cation environment, the designing of a reasonable teaching goal and teaching model to the constructing of a reasonable course system and so on.
