家庭联产承包责任制最终取代人民公社制度成为我国农业生产经营的根本制度,其根源在于它能够"尊重农民意愿、满足农民要求、维护和发展农民利益",这既是对新中国农业经济体制变革经验教训的总结,也是今后制定和实施农业及农村政策的根本原则与要求。而要做到这一点,就要正确认识农民及农民意识,充分尊重和积极发挥农民的创造精神;要正确认识农业家庭经营模式,大力扶持农业家庭经济;要进一步深化农地产权制度改革,切实维护农民土地权益等,以更好地解决当前农业家庭经营和农民生产生活中遇到的困难和问题,推动我国农业不断向前发展。

The household contract responsibility system will eventually replace the people＇s commune system to become the fundamental system of China＇s agricultural production and management,and its root lies in its ability to＂respect the farmers＇ wishes,meet the farmers＇ demands,maintain and develop the farmers＇ interests.＂ This is not only a summary of the experiences and lessons of New China agricultural economic system reform,but also a summary of the fundamental principles and requirements of the formulation and implementation of agricultural and rural policy.To achieve this,it is necessary to correctly understand the farmers and farmers＇ awareness,fully respect and actively play the farmers＇ creation spirit,correctly understand the agricultural family business model,actively support the agricultural household economy,further deepen the reform of rural land property right system,and earnestly protect the farmers＇ interests in land in order to better solve the current various difficulties and problems existing in the our country＇s agricultural family management and farmers＇ production and life,and promote the continuous development of China＇s agriculture.
