居民收入倍增中的价格问题

Price Issues in China's Income Doubling Plan

中共十八大报告提出了到2020年实现居民收入倍增的目标,其内涵是指实际收入的倍增而不是名义收入倍增,是缩小差距的公平倍增而不是每人收入倍增,是经济发展基础上的倍增而不是简单倍增。居民收入倍增与市场价格是紧密相关、相互影响的,前者会从供给和需求两个方面引起价格上涨,后者则会吞噬居民收入倍增成果。要让居民实际收入翻番,必须将增加居民收入和控制价格上涨结合起来,加强对市场价格的宏观调控,夯实居民收入倍增的经济基础,进一步深化收入分配体制改革,切实转变经济发展方式,把居民收入倍增优化成为扣除价格因素后的最终效果。

The eighteen National Congress of the CPC report proposed a year 2020 target of residents income doubling,with the connotation of real income not nominal income doubling,a fair doubling to narrow income gap not a equal doubling,a doubling based on economic development not a doubling of numbers.Residents income doubling is closely related and interacted with market prices with the former induces prices rise from supply and demand while the latter would swallow the fruits of income doubling.In order to achieve real oncome doubling,the administration should integrate increasing income and controlling price rise,strengthen macro-control of market prices,lay a solid economic foundation,further deepen distribution system reform,effectively change the mode of economic development,and ensure the effects of income doubling deducting price factors.
