摘要
在当前电力市场模式下,电网公司需对供区内统调机组发电合同的计划分解、进度监视、执行修正、合同考核,而现有分析工具缺乏考虑诸多外部规则的统调机组合同电量修正算法。这里将合同电量修正中的节能环保规则、经济规则、公平性规则、系统规则、定制规则进行集中建模,以约束的形式体现到合同调整成本最小的决策模型中,并辅以一定的松弛条件,利用Java Netbeans 7.0开发平台,开发了考虑多规则约束的统调火电机组合同电量修正分析程序,能作为调度部门进行合同电量修正、合同执行进度优化、计划执行质量预警的辅助决策工具。
Considering nowadays electricity market in China, it is a significant task for the grid corporation to make generation plan schedule, monitor contract progress, perform generation plan adjustment and assess the contract. Due to lack of resear ches in this field regarding constraints based on complex rules, there are few tools to help manage the task. The rules of envi ronmental protection, economic issues, fairness principle, power system operation restriction and special requirements are es tablished together as a series of constraints of mathematical planning model with relaxation conditions, whose objective is the minimization of adjustment cost. Based on Java Netbeans 7.0 platform, the relevant computer program is developed, which can be used as decision aided tool for generation contract optimization and generation plan performance monitoring.
