土地整治后期管护影响因素及保障体系分析——以三峡库区云阳县为例

An Analysis of Impact Factors and Safeguard System on Final Management and Maintenance of Land Consolidation——A Case Study of Yunyang County in the Three Gorges Reservoir Area

土地整治后期管护是影响土地整治项目综合效益发挥的关键,其实施效果不仅关系土地整治事业的可持续发展,也影响土地资源利用的可持续性.利用文献资料法、实地调查法和主成分分析等方法,以云阳县的7个典型乡镇为研究区域,分析总结了当前云阳县土地整治后期管护中存在的问题,在此基础上构建了土地整治后期管护影响因素评价指标体系.通过主成分分析结果表明:在土地整治后期管护的影响因素中,投入保障、政府管理保障与农业产业化开发条件为首要影响因素,后期管护成本及整治后评价的实施为次要影响因素,结合后期管护的影响因素分析结果构建了由动力支持系统、大农业支持系统、服务支持系统及环境容量支持系统构成的保障体系.

Final Management and Maintenance of Land Consolidation is significant for comprehensive benefit of land consolidation,and the effect of performance not only involves sustainable land consolidation,but influences the sustainable development of land use.This paper,taking seven typical villages and towns of Yunyang County as examples,analyzes the problems existing in Yunyang＇s present final management and maintenance of land consolidation by means of documentary analysis,on-the-spot investigation,and principal component analysis,and sets up an indicator system to evaluate the impact factors on final management and maintenance of land consolidation.With principal component analysis,the conclusions can be shown that three impact factors,guarantee provided,government＇ management security and the development condition of agriculture industrialization are most important in the final management and maintenance of land consolidation.And the cost of final management and maintenance of land consolidation projects,and the evaluation of land consolidation,the second.And combined with the impact factors on final management and maintenance,the safeguard system which consists of dynamic supported system,agricultural supported system,service supported system and capacity of environment supported system has been set up in this paper.
