政府要大力发展经济,调整产业结构;制定激励政策,拓宽基层就业渠道;加大政绩考核、监督和责任追究力度,完善基层就业政策执行机制;加强大学生就业市场建设,优化基层就业环境;消除户籍制度障碍,完善社会保障机制,建立就业"安全网;健全法律制度,增强基层就业法律保障,为河南省大学生基层就业提供良好的政策环境。

The government should make great efforts to develop economy and adjust the industrial structure, formulate the relevant incentive policies and broaden employment channels, increase the performance appraisal, supervision and ac- countability efforts, improve the implementation mechanism of grass - roots employment policy, strengthen employment market construction, optimize the employment environment, eliminate the household registration system, improve the so- cial security system, establish employment safety net and a sound legal system, strengthen grass -roots employment law protection and provide a good policy environment to solve the employment problem of the college students in Henan prov-ince.
