The Necessity of Legislation of Ecological Compensation Mechanism in Tibet

生态补偿长效运行机制,是解决西藏生态环境问题的有效措施之一。目前,法律制度的不完善已成为制约西藏生态补偿机制长效运行的关键因素。在国家生态补偿立法尚不健全、地方生态补偿机制立法层出不穷的背景下,西藏生态补偿机制法制化已成为西藏生态补偿实践的必然选择。

At present,the inadequacy of legal system has become a key hindrance to the long-term operation of Tibet ecological compensation mechanism.This paper maintains that in addressing this problem,the legislation of long-term ecological compensation mechanism has become an inevitable choice for Tibet ecological compensation practice.
