摘要
党的十八大明确提出要构建服务型政府,将政府的职能更多地转移到社会管理上来。民主与法治作为现代政治的两大目标,存在很强的一致性。服务型政府有其特殊的定义和特定的内涵。民主是服务型政府建设的理论基础,法治是服务型政府建设的制度保障,民主与法治在服务型政府建设中有着基础性作用。
The eighteenth congress of the communist party of China clearly put forward to build a service-oriented government, and shift the government functions more to social management. As two major aspects of modern politics, democracy and the rule of law has a strong consistency. Service-oriented government has its special definition and specific connotation. Democracy is the theoretical basis of the service-oriented government, and the rule by law is the systematic guarantee of the construction of service-oriented government. They have a special role in constructing the service- oriented government.
