摘要
美国负责职业安全卫生监察的主要机构为职业安全与健康管理局,本文对职业安全与健康管理局的相关立法、机构设置和职责,以及监察员资格、监察方式、安全培训及惩罚措施等主要内容作了简要介绍,并提出其对我国职业安全卫生监察制度的完善有以下几点启示意义:制定专门的职业安全卫生监察立法;统一职业安全卫生监察执法机构;加强对监察员的录用、培训和管理;重视安全生产培训;提高处罚标准。
In the United States, the Occupational Safety and Health Administration （OSHA） takes charge of occupational safety and health supervision. This paper hereby gives a brief introduction to its legislation, institutions, responsibilities, the inspector＇s qualification, the inspection method, the safety training and the punishment measures. On this basis, the article puts forward some enlightenment meaning for our country＇s occupational safety and health supervision system at the same time, which mainly includes the following aspects： formulating special legislation; unifying law enforcement agencies; strengthening the recruitment, training, and management of the inspector, attaching great importance to the safety production training; and improving the punishment standard.
