协商民主中的弱势群体利益表达——基于博曼协商民主思想的考察

The Interests Expression of Vulnerable Groups in Deliberative Democracy——the Study Based on Boman’s Deliberative Democracy Idea

协商民主为弱势群体的利益表达提供了新的途径。詹姆斯.博曼对公共性进行了新的认识,发展了动态的公共理性,在分析协商不平等基础上提出了社会运动和制度改革的方案。借鉴博曼的协商民主理论,为保障我国弱势群体的利益表达,应发展公共协商,加强弱势群体的权利保障,处理好体制内与体制外利益表达方式的关系。

deliberative democracy provides a new way for the interest expression of vulnerable groups. James Bowman made a new understand- ing to publicity, developed a dynamic public reason, and presented the program of social movements and reform on the basis of analyzing and consulting inequality. From Bowman＇s theory of deliberative democracy, for the protection of the interest expression of vulnerable groups in China, we should develop the public consultations, strengthen the protection to the rights of vulnerable groups, and deal well with the relations between interest expression ways, within the system and outside the system.
