Return of Primary Hospitals

2013年4月25日至27日．2013中国县级医院论坛在北京召开，包括县级医院管理者．卫生行政部门官员和业界专家在内的500余人参会。本次大会的主题为：强能力建设，夺变革先机。在以破除以药补药为突破口的县级公立医院改革扩大试点、医保支付方式等改革逐步推进的大背景下．县级医院回归常见病、多发病诊疗的基本定位．加强能力建设，力争将90％的患者留在县域就医，成为与会者的共识。在更远的将来，县级医院将与基层医疗机构建立更紧密的联系．其主要服务内容也会从医疗扩展到健康．从而用预防为主这一更加良性的方式，降低医疗费用．提高服务效率。

First China Primary Hospital Summit 2013 was held in Beijing on April 25^(th) to 27^(th).More than 500 participants including CEOs of primary hospitals,healthcare officials and experts shared their insights and opinions.The main theme of this summit is to strengthen the capability construction and seize the reform opportunity. Primary hospital reform has taken the breakdown of reimbursing health service with medicine profit as the breakthrough,expanded the reform pilots,and carried out health insurance payment reform step by step. Under this background,primary hospitals return to their primary position of treating common diseases and prevalent diseases,at the same time strengthen their infrastructures and capabilities to make sure 90% of local residents will stay in local primary hospitals to seek treatments.
