Breakdown of Reimbursing Health Service with Medicine Profit

北京市医药分开改革的路径是本着患者负担不增加、医院收益不减少、政府财政和医保基金能承受的原则。在以人为本的前提下，确定了通过医保、价格、财政多方联动，将药品加成和挂号费、诊疗费与设立的医事服务费“平移转换”的方式，转变公立医院补偿渠道，最终实现医药分开改革的路径。其具体内容有三：第一，取消15％的药品加成，即：所有药品按进价出售；第二，取消挂号费和诊疗费；第三，设立医事服务费。

No matter how the avenue of income and expense changes,the common goal of various stakeholders is to guarantee the sustainable operation and development of health facilities.However,if the breakdown of reimbursing health service with medicine profit could be achieved for both health facilities and physicians, scientific,reasonable and normalized reimbursement mechanism must be established at the same time. Otherwise,not only the goal cannot be achieved,but also health facilities will suffer the side effects of the reform.The relevant pilot programs in Beijing,Jilin province and Zhejiang province have all focused on the establishment of comprehensive reimbursement mechanism,but still different depending on the economic development in different places.
