Health Insurance Payment Reform in New Health Reform Era

如何控制不合理的医疗费用支出，保证医保基金的使用效率，是当前医保制度所面临的严峻考验。针对此类问题，人社部、财政部和卫生部纷纷发文，提出了付费方式改革的具体目标。由此，医保支付方式改革逐渐在社会各界形成共识。支付方式改革的目的是凭借其经济杠杆的核心作用，有效地影响医疗服务供方的行为导向。

Since the new health reform started in 2009,health insurance payment reform becomes one of the biggest triggers for public hospital reform.However,because the setup of health insurance organization remains to be a mystery,there are many choices of payment methods,and the cooperation mechanism between health insurance and healthcare facilities has not established yet,the influence of payment reform on public hospital reform remains to be seen.The pilot programs in Yunan province and Jiangsu province provide valuable experience for other places.
