摘要
EPC总承包模式下业主与承包方常常签订固定总价合同,总承包商承担绝大部分风险,因此风险管理工作显得尤为重要。风险在很大程度上具有模糊性,应用熵权模糊综合评判模型能够提高风险评价的客观性,量化风险得出正确的工程风险隶属度,从而判断工程风险等级并在此基础上制定合理的风险应对策略。结合实例对水电工程风险进行评价,总结了风险应对策略,主要有:增强风险意识及提高风险管理水平;加强项目参与各方的信息交流;结合实际,理性回避风险;完善风险监测机制,制定风险应对措施;在投标阶段充分考虑风险因素,合理编制投标报价。
The owners and contractors often sign a fixed price contract under the EPC general contracting model, and the general contractors bear most of the risks. So the task of risk nlanagement is particularly important. To a great extent, the risk is quite vague. Using the Entropy Weight Fuzzy Comprehensive Evaluation Model can improve the objectivity of risk assessment and quantify the risk to arrive at a correct engineering risk membership. According to that, researchers can determine the risk rating of a project. Then on that basis, researchers can develop reasonable risk response strategies. Combined with some living examples about evaluating the risks of hydropower projects, the author summarized the risk response strategies such as strengthening risk awareness, improving risk management, enhancing the exchange of information from project participants, rein- forcing the rational risk aversion on the basis of practical, consummating risk monitoring mechanism, developing risk measures, fully taking the risk factors into consideration in bid phase and making bidding quotation with reason.
