Yunnan ethnic culture industry has rich and unique external resources and environment, while the main obstacle to its development is related to the problems concerning human resource man- agement and sustainable development. The study from the perspective of self-organization and other- organization and based on the theory of cybernetics will have much theoretical and practical signifi- cance in this aspect.
