创新社会管理,是当前推进全面小康社会建设的一项重大任务。随着改革开放的深入发展,中国正进入重大社会转型期,利益格局的重大调整,思想禁锢的打破,中外文化的交融,使人们的思想认识和价值观发生了重大变化,各类社会矛盾凸显。而目前,新型社会管理体制机制建设远远滞后于国内外形势发展,给社会稳定和和谐社会建设带来重大不利影响。因此,必须加快推进社会管理创新,近期应着重抓好五个方面的工作。
