摘要
针对烟草商业企业的特点,提出了企业应承担建设项目"三同时"主体责任的观点,即生产经营单位新建、改建、扩建工程项目的安全设施,必须与主体工程同时设计、同时施工、同时投入生产和使用。针对主体责任落实存在的问题,探讨了烟草商业企业建设项目"三同时"各个阶段的主体责任的要点及相关措施。
Construction project＇ s ＂three simultaneous＂ system refers to security facilities in new, alteration, expansion projects that must in line with project design, construction and production. Enterprise should undertake construction project with ＂three simultaneous＂ in mind. Principal responsibility in construction project must be clearly defined and related measures carried out.
