A newly-upgraded university should adhere to taking serving local social development as a fundamental task. It is through talent training, scientific research, social services and cultural inheritance to innovate resources. A newly-upgraded university should take an active part in the main battlefield of the local economic and cultural constructions and take promoting industry-university-research integration as an important way to intellectual support, talents guarantee and technical services. Based on perfecting its own system, it should orientate itself in a scientific way, develop itself with its own characteristics, grasp the pulse of social demands, give full play to its own characteristic advantages, attach importance to applied talents training, make efforts to realize a win-win result of both the school and the local society, and finally promote local social development.
