消防工作社会化构建是消防工作"十二五"规划的首要目标,也是解决当前城市化建设凸显出的消防安全问题的良策,但由于近年来国际经济发展不稳定因素增加,城市化建设时快时慢,消防工作社会化构建受限于行政手段,与城市化建设步伐不协调,导致消防工作社会化构建定位不准,内容丰富但可行性差,措施繁杂却效果不佳,个别举措反成为社会负担,浪费了社会资源,滋生了腐败土壤。适应城市建设的消防工作应了解"社会化"内涵,形成新思路;认清城市化形势,找准新问题;相互结合,提出新策略,搭建起互促桥梁。

The social construction of fire prevention is not only the primary goal but also the solution of the problem of fire safety prominently protruding during of the Twelfth Five-year Plan, the current urbanization. With the increased international instability factors of economic development, however, urbanization sometimes rather fast and sometimes rather slowly down in recent years. Social fire protection is no longer dependent on the urban construction, limited by administrative means, which should be in line with urbanization and walked in front of the urbanization.
