民族地区生态补偿管理机制初探

Preliminary Study on the Ecological Compensation Management Mechanism in Minority Area of China

民族地区生态补偿自上世纪90年代开始实施,成绩和问题兼而有之.由于民族地区独特的自然、经济、社会、历史条件,建立民族地区生态补偿机制不仅十分必要,而且具有显著的特殊意义.本文将从生态补偿的科学决策机制、综合协调机制、责任追究机制、绩效评估机制、社会参与机制等五个方面探讨民族地区构建生态补偿机制的具体方法,以期建立一个分工合理、决策科学、运转高效、执行顺畅、监督有力的生态补偿管理机制.

From the 1990＇s,minority area of China started to implement ecological compensation policy,and achieved great acomplishment.As unique natural,economic,social,historical conditions,it was necessary to establish the ecological compensation mechanism in Minority Area.This paper discusses the specific methods of building the ecological compensation mechanism in minority areas from the five aspects： scientific decision mechanism,comprehensive coordination mechanism,responsibility assigning mechanism,performance evaluation mechanism and social participation mechanism.We expect to establish the ecological compensation management mechanism which has rational division of labor,scientific decision,high efficiency of operating,proper execution and powerful supervision.
