摘要
电力系统黑启动方案优化决策对事故后系统的快速恢复具有重要作用。在黑启动决策中,属性值和权重具有明显的不确定性,往往只能给出区间范围,而能够处理这种区间特性的方法至今未见有研究报道。在此背景下,提出了基于区间数的黑启动决策方法。首先,利用误差传递理论对所形成的区间数黑启动决策矩阵进行规范化处理,在此基础上建立了一个线性目标规划模型以求取黑启动决策的理想权重向量。之后,采用电力决策者给定的风险态度因子对基于区间数的黑启动综合评价值进行排序。最后,以某一地区电力系统为例对所提出的方法进行了说明。算例分析结果表明,所提出的带区间数的黑启动决策方法能够更真实地描述实际决策过程。
An optimal black-start decision-making scheme plays an important role in the rapid recovery of a power system after a blackout.In the black-start decision-making process,uncertainties are inevitable.Specifically,some factors and weights having impacts on the black-start decision-making are better described as uncertain interval quantities or values.So far,the black-start decision-making problem with uncertain quantities described as interval values has not been investigated throughly.Given this,a black-start decision-making method capable of handling interval values and weights of indices is developed.An interval black-start decision-making matrix is first normalized by the error propagation theory;then,a linear goal programming model is presented to seek the ideal vector of index weights in the black-start decision-making based on the normalized matrix.The evaluation results with interval numbers are ranked on the basis of the risk attitude factors defined by the decision-makers.Finally,a scenario associated with a local power system is served for demonstrating the essential feature of the proposed method.Simulation results demonstrate that the developed interval-value based black-start decision-making method could better describe the actual decision-making process.
