A Study on the Theory of Institutional Evolution in the Course of New-type Urbanization

改革开放以来,制度二元论是中国二元结构成因的主流观点。从制度变迁入手推动结构转换成为学术界探索的热点。这种制度变迁理论在改革内容、改革方向和制度变迁决定力量方面达成了共识,建立了城乡制度变迁的分析范式和理论框架,但在理性人的适用范围、制度变迁成本支付问题和城乡居民利益博弈机制建设方面缺乏深入探讨。从理论演进角度总结这种制度变迁理论的进展、查找存在的问题、展望理论创新的突破口和关键环节,对于当前新型城镇化的有序推进具有重要的理论价值和现实意义。

Institution dualism has been the basic point with regard to the reasons for the dual structure in China since the reform and opening-up. The transformation of dual structure from the perspective of institutional evolution is a hot issue in academia. This theory of insti- tutional evolution reaches a consensus on reform contents,reform directions and the decisive factors of institutional evolution, and constructs an analytical and theoretical framework of institutional evolution. But it lacks deep studies on the application scope of the rational man, the payment of institutional evolution costs and the establishment of interest game mecha- nism between urban and rural residents. This paper summaries the development and prob- lems of this theory from the theoretical perspective and looks ahead to the crucial link of the- oretical breakthrough,providing key theoretical value and practical significance for the order- ly advance of new-type urbanization.
