摘要
总结北京城市应急水源地运行经验,分析其运行过程产生的工程效益和对当地生态环境造成的影响,构建了工程效益评价的指标体系。采用层次分析法和模糊综合评判法对应急水源地的效益进行了综合评价,算得的经济效益、社会效益、生态效益及综合效益评价值依次为{2.00,2.40,4.08,2.76}。表明应急水源在关注经济贡献的同时,应更注重水源的涵养保护,使得取水量与当地水资源的承载能力相协调。相关研究可为类似工程制定政策提供参考。
According to the operation experience of emergency water source in Beijing, a modified fuzzy comprehensive evaluation method is proposed. It analyzes the engineering benefits and the influence of ecological environment. This paper shows the appraisal system of the effectiveness in the emergency water source,including the ecological benefit, the economic benefic, the social benefit and synthesis benefit by using the Analytic Hierarchy Process (AHP) and the Fuzzy Synthetical Evaluation (FSE). The calculation re sults are 2.00,2. 40,4.08,2. 76. It indicates that the conservation and protection of water resources to dynamic equilibrium rather than its economic contribution. It serves as a reference for carrying out the research and formulating correlated policy.
