我国石油行业寡头垄断与政府规制的完善

Oligopoly of Our National Oil Industry and Perfection of Government Regulations

在石油行业行政垄断性质分析的基础上,结合对市场结构、专业分工和竞争格局的考察,发现我国石油行业属于不对称寡头垄断。假设为了防止垄断企业合谋,政府采取以限价和管制为代表的规制政策,运用规模效应的寡头垄断修正模型进行分析,得出政府规制有可能进一步加强寡头企业的垄断行为。因此,建议从协调利益、完善市场机制、促进均衡竞争、形成监管体系、引导外向型发展等方面调整政府规制。

Based on the analysis about the administration oligopoly of oil industry, and combined with the survey for market structure, specialization of work and competition patterns, it is found out that our petroleum industry belongs to the asymmetric oligopoly. Supposing our government adopts the regulative policy to limit the price and conduct the control in order to prevent oligopoly enterprises from conspiring, it is concluded by ap- plying the revision model of oligopoly with scale effect that laws and regulations of governments are likely to strengthen the monopoly actions of oligopoly enterprises. Therefore, it is suggested to adjust the government laws and regulations from the aspects of coordinating the interest, perfecting market mechanism, promoting balance competition ,forming the supervisory system and guiding the external development.
