关于当前武警部队旅团党委加强民主集中制问题的思考

On the Democratic Centralism of and Regiment Level in the the Party Committee at the Brigade Current Armed Police Forces

民主集中制是我们党的根本组织原则和领导制度。它是民主基础上的集中和集中指导下的民主相结合的制度，是马克思主义认识论和群众路线在党的生活和组织建设中的体现和运用。部队旅团党委贯彻落实民主集中制成效如何，关系到党的事业的兴衰成败，关系到部队建设的发展与稳定。作为“一线指挥部”的旅团党委，只有充分认清加强民主集中制的本质内涵和重要意义，认真分析贯彻民主集中制过程中存在的问题，寻求解决的对策，提高贯彻民主集中制的质量，才能保证上下统一思想认识、统一步调行动，才能完成党和人民赋予的使命任务。

The democratic centralism is the basic organization principle and leader system of the Communist Party,the system combining the centralism on the basis of democracy with the democracy in the direction of the centralism. It reflects and employs the Marxism theory of knowledge and the Party mass line in the Party life and organization construction. The Party committee at the brigade and regiment levels which has carried out and fulfills the democratic centralism affects the Party＇s rise and decline, its success and failure, and the development and stabilization in the army construction. Acting as the front headquarter, the Party committee at the brigade and regiment levels must realize the essential intention and the important significance of the democratic centralism, analyze the problem in carrying out the democratic centralism, take measures to solve problems, deepen the understanding of better implementing the democratic centralism, ensure seeking the unity of thinking, unity of action, and fulfill the task entrusted by the Party and the people.
