摘要 传统DEA模型无法剥离环境效应和随机误差对效率值的影响。为了测算同质生产环境下的蔬菜生产技术效率并进一步探究促使技术效率估计产生偏误的因素,运用三阶段DEA模型对227户蔬菜生产微观数据进行了分析。分析结果表明,户主年龄、是否加入合作社和进行过技术培训等环境变量和随机误差通过增加投入松弛变量浪费而显著降低农户蔬菜生产技术效率,而管理的不合理加剧了效率损失;总体来说蔬菜种植处于规模报酬递增阶段,在同质经营环境下,蔬菜生产技术效率低下的原因是规模效率低下。在此基础上,提出发挥合作社在蔬菜生产中的作用、贯彻技术培训政策和提高蔬菜生产的规模等建议。 The traditional DEA method is unable to get rid of the effects of environment and random errors on the technical efficiency.In order to caculate the efficiency in the same field and factors,this paper made an empirical study on the technical efficiency of vegetable production based on three-stage DEA model and the micro-data of 227 farmers.The results showed that,the technical efficiency of the vegetable farmers was significantly reduced by the environment variables and random errors,such as the age of householder,joining the cooperation or not,technical training and so on,and technical inefficiency aggravated the waste of input slacks of vegetable production,while unreasonable management aggravated the efficiency loss.On the whole,the vegetable production was on the stage of increasing returns to scale,and the main cause of the low technical efficiency for the vegetable farmers was low scale efficiency under the homogeneous operating circumstances.Based on the conclusions,the paper proposed several recommendations,such as giving full play to the role of vegetable cooperatives,implementing of the policy of technical training and enlarging the scale of vegetables production and so on.
