新形势下四川省与俄罗斯区域经贸合作路径探析

Exploring Channels for Regional Economic and Trade Cooperation between Sichuan and Russia in the Current Situation

随着中俄全面战略协作伙伴关系的不断深入,以及中国西部大开发和俄罗斯西伯利亚与远东开发战略的深入实施,中俄区域经贸合作迎来了新的战略发展期,中俄经贸合作的新一轮"峰值期"即将到来。在此新形势下,四川省与俄罗斯的区域经贸合作也迎来发展新契机:中俄关系现今处于历史最好时期、中俄两国高层重视双边区域经贸合作、中俄两国各级政府给予积极支持、双方贸易通道不断完善、人民之间情感基础日益坚实、俄罗斯"入世"带来新机遇等,四川省应抓住大好机遇,充分发挥四川省位优势,转变对俄开放合作理念,建立政策保障机制,建立区域经贸合作运作平台,加强贸易通道建设,互设经贸合作区,实现以川俄合作带动并深化川渝经济区乃至整个西部地区的对外开放局面。

With the deepening of Sino-Russia strategic partnership,and with the enforcement of West-China Development policy and Russias policy for the development of Siberia and its Far East regions,China and Russia are expecting a great time for regional economy and trade cooperation.This situation also creates new opportunities for the regional business cooperation between Sichuan Province and Russia.Favorable conditions include the best period of bilateral relationship,the support from the political top and all levels of government on both sides,better channels for trade,an increasingly more solid emotional foundation between the two peoples,and Russias access into the WTO,etc.Right now,Sichuan should seize these opportunities and make full use of its own advantages.Specifically,positive measures include adopting appropriate policies,setting up a platform for regional cooperation,and widening channels such as setting up special regions for bilateral cooperation.The close cooperation between Sichuan and Russia will help promote the economic opening up of the Sichuan-Chongqing area,or even the whole West-China region.
