摘要
《"十二五"国家战略性新兴产业发展规划》提出以纯电驱动为新能源汽车发展和汽车工业转型的主要战略取向。2012年6月,国家《节能与新能源汽车产业发展规划(2012—2020年)》明确了未来几年发展的技术路线和主要目标。2012年12月25日,上海市政府颁布了《上海市鼓励私人购买和使用新能源汽车试点实施暂行办法》,与之配套的充电基础设施支持政策也在进一步完善中。鉴于目前各种电力驱动的新能源汽车仍多处在试点示范阶段,如何"以车配桩"合理布局充电基础设施仍需不断探索。该文借鉴国际经验,结合上海在世博、嘉定示范区等实践和前期跟踪研究,提出进一步创新商业运营模式,稳步推进充电基础设施发展策略建议。
‘ The Twelfth Five-Year Plan for National Strategic Emerging Industry Development＇ points out that pure electric vehicle will be the main strategic trend for industry restructure. ＇Energy Saving and New Energy Vehicle Industry Development ＇carried out technology path and major goals for coming years in June, 2012. Shanghai Municipal Government carried out policy for charging infrastructures. As it is still under demonstration stage for new energy vehicles, the distribution of charging infrastructure needs further work. This article tends to point out the innovative business mode for charging infrastructure based on international cases and Expo 2010 experience as well as to provide suggestions.
