论乡镇财源建设的结构性创新——以山东省兖州市新兖镇为例

On the Structural Innovation of the Fiscal Resources Construction in Townships——Taking Xinyan Town in Yanzhou as an Example

我国乡镇财源建设存在的困难和矛盾,影响了乡镇政权职能作用的发挥,为此要推进乡镇财源建设的结构性创新。以新兖镇为例的研究表明,推进乡镇财源建设的结构性创新必须发挥优势,以农业为起点,从发展现代农业、工业、服务业和推进生态文明建设等方面着手。同时,完善财政管理体制,保持财源的稳定性。

There are much difficulties and contradictions in townships＇ fiscal resources construction in China, which affect the functions of the township governments. Therefore, the structural innovation of the fiscal resources construction should be advanced in townships. The study taking Xinyan Town in Yanzhou as an example shows that the structural innovation should be advanced from the development of the modern agriculture, industry, service and the ecological civilization construction on the basis of agriculture and the advantages. In the meantime, the fiscal management system should be improved to keep the fiscal resources stable.
