摘要
2012年,我国将医疗卫生改革的重点放在县级公立医院,主要将公立医院的药品销售、医疗服务和财政补助这三大主流收入削减成主要依靠医疗服务和财政补助收入,由这两大收入对医院运行成本进行补偿,体现公立医院公益性,满足群众基本医疗卫生需求。通过调查中部H省P县人民医院2007年—2011年的收支数据,分析财政补助、医疗服务、药品销售等三方面的数据,分析新医改背景下我国县级公立医院的财政补偿现状,为县级人民医院的补偿机制提出相关政策建议,以确保改革的顺利实施。
The focus of China medicare and health reform in 2012 was county public hospitals whose drugs sale, medicare service income and financial subsidy was reduced to medicare service income and financial subsidy and the two parts compensate for hospital management cost to strengthen the nature of public welfare and meet mass people＇s basic medicare and health requirements. Therefore the budget statistics of P County People＇s Hospital, H Province from 2007 to 2011 has been analyzed with the main focus on financial subsidy, medicare service income and drug sale. The paper has analyzed the actual situation of county public hospital financial compensation in new medicare and health reform and produced some policy suggestions to the compensation system.
